It is enough to say that if we believe in a democratic socialist society , we cannot possibly accept the aristocratic and individualistic concepts of culture . इतना कहना ही पर्याप्त है कि यदि हम प्रजातांत्रिक समाजवादी समाज व्यवस्था पर विश्वास करते हैं , तो हम संभवत : संस्कृति की कुलीनतावादी एवं वैयक़्तिक धारणाओं को स्वीकार नहीं कर सकते .

As for the individualistic concept of culture , it was based on the theory that culture was the efflorescence of the creative impulses of man and flourished in an atmosphere where these impulses could express themselves without any restriction . जहां तक संस्कृति की वैयक़्तिक धारण का संबंध है , वह सिद्धांत पर आधारित है कि संस्कृति मनुष्य के रचनात्मक आवेगी का प्रस्फुटन है और वह ऐसे वातावरण में व्Lकसित होती है जहां ये आवेग बिना किसी रूकावट के अभिव्यक़्त हो सकते हैं .

But a synthesis of the cultural values of the city and the village , or of the upper and middle-classes and the masses in a broad national culture is not possible unless we get rid of the narrow aristocratic and individualistic concepts of art and culture which dominate our minds . किंतु शहरों और गांवो या उच्च तथा मध्यवर्गीय जनता के सांस्कृतिक जीवन कर व्यापक राष्ट्रीय संस्कृति में संश्लेषण संभव नहीं है , जब तक कि हम कला और संस्कृति की संकुचित कुलीन और व्यक़्तिपरक धारणाओं से मुक़्त नहीं होते जो हमारे मस्तिष्क पर प्रभावी है .
